Current DCM Recharge Rates

Design and Construction Management maintains a varied rate schedule, based upon the personnel and individual unit within the organization. Annual hourly recharge rates are calculated using an annual billing percentage of 75% (2,080 hours per year x 75%) and an estimated amount of effort provided on capital projects. The goal of our budgeting is to end each year in alignment with the budgeted efforts.

In an effort to reduce the cost of projects across the entire building program, while ensuring compliance with quality, safety and contractual compliance, DCM has developed a varied recharge model. Several groups within DCM will maintain their hourly accounting for their efforts, but their time will be billed based upon a percentage of the overall project cost of the project, instead of by the hour. This method, often used by local jurisdictions, such as the City of Davis or Sacramento, assesses a flat fee at the beginning of the project, allowing not only for more consistent budgeting and planning, but also a higher level of quality assurance on all projects. The FY24 - FY26 Permit Fee percentage is 2.86%.

For projects using a Job Order Contract (JOC) to execute construction, a fee is included in the project cost based on the awarded construction contract. The fee covers the cost of the third party administrator of the JOC program and DCM costs to manage and maintain the program. The JOC program allows the University to execute projects in a timely and efficient manner, without contract outreach and public bidding. The FY24 - FY26 JOC fee percentage is 3.45%.
